This configuration is common when the installation location doesn't have a solid wall suitable for a wall-bracket mount, or when the unit capacity is large enough that the wall-mount brackets aren't practical.
Floor-standing units like this are also popular in homes where the hot water is accessed from a side-path location with limited overhead clearance. The gas supply runs in from the left (the copper pipe visible in the photo), and the unit has its own internal flue that vents from the top. The access panel at the bottom gives access to the burner assembly and pilot or electronic ignition system.

A quality gas storage system — Rheem, Rinnai, or Thermann — has a design life of 10 to 12 years under normal conditions. The tank warranty is typically 5 or 7 years on the cylinder.
